Parliament Debates and Adopts a Number of Legislative Initiatives in Second Reading

The National Assembly debated a number of legislative initiatives in the second reading on March 1.

The Deputy Director of the RA National Security Service Andranik Simonyan introduced the amendments to the laws on the Service in the National Security Bodies and on the Remuneration of Persons Holding State Positions and State Service Positions.

The aim of the initiative is to introduce a new certification-based remuneration system in the National Security Bodies.

According to the rapporteur, the package was revised after the first reading, taking into consideration the proposals made by the deputies at the sitting of the Standing Committee on Defense and Security and acceptable to the Government.

“In case of a negative result of re-certification within a year, the regulation regarding the remuneration during leaving the employee at the disposal of the personnel after the release from the position has been clarified. The defined range of positions and functions subject to certification has been reviewed, designing an opportunity to participate in the certification for all employees of the National Security Bodies. The grounds for stopping the surcharge payment, as well as the transitional provisions have been revised,” Andranik Simonyan underscored.

Editorial changes were also made.

In the related report, a member of the NA Standing Committee on Defense and Security Kristine Poghosyan voiced the Committee endorsement regarding the initiative.

The Deputy Minister of Labor and Social Affairs Davit Khachatryan introduced the amendments to the law on Compensation for Damages Caused to the Life or Health of Servicemen during the Defense of the Republic of Armenia. The objective is to improve the effectiveness of the compensation process for the health damages caused to servicemen who were disabled during the defense of the motherland.

There were no substantive amendments in the draft after the first reading.

The deputy of the NA Armenia Faction Gegham Nazaryan presented proposals: they were not included in the draft, but an agreement was reached to hold a substantive debate on them.

The member of the Standing (Head) Committee on Labor and Social Affairs Lilit Stepanyan presented the Committee endorsement.

The Government proposes amendments to the law on Aviation. The draft was introduced by the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan.

The initiative refers to those organizations that want to get an aircraft operator’s certificate in our country. In case of bad reputation of the persons authorized to manage these organizations, the provision of the aircraft operator’s certificate may be refused.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan presented the endorsement of the Head Committee.

The debated issues have been adopted in the second reading.
